At the events the PLA introduced its Working
Group Paper on Issues in Evaluating Public Sector Tenders.
The paper picks up on a number of controversial issues in
evaluation and provides views as to how current uncertainties may
be resolved.
The substantial part of the events were dedicated
to an interactive case study, picking up on some of the more
difficult issues in evaluation and challenging participants to
apply their thoughts to scenarios to be presented to them.
We also considered the ways in which scoring models
can be manipulated to produce different results and heard from
colleagues in the public sector on their own experiences of the
challenges presented by evaluation.
