applying evaluation criteria, determining the most economically
advantageous tender, the evaluation of pricing proposals, risk
adjustment and the extent of information to be disclosed to bidders

Tenders" – which aims to clarify some of the areas of legal
uncertainty in relation to evaluation and to assist in the
development of best practice across public procurements and the
promotion of effective and fair competition for public
contracts.
